"These clubs must be expelled and I expect this to happen on Friday," said Moeller.
A similar decision is expected for the Europa League tournament, in which two of the "defectors" from UEFA - Manchester United and Arsenal - reached the semifinals.
If both English teams are eliminated, this will automatically send their rivals to the semi-finals Roma and Villarreal in the final.
